1. The changes, omissions, additions, and/or alterations in, on, and to the award
information and specifications shall apply to the award made for and to the project
indicated above. This amendment supersedes all previous award information pertaining to
the items listed:

Opportunity Summary
The Oregon Military Department is soliciting for 3 bids for the following services:

Event Coordinator for a ground breaking ceremony for approximately 200 people. The Event
Coordinator will supply all labor, materials, tools, parts, equipment, and delivery
requirements to complete the task.

Ontario Readiness Center

Ontario, Oregon 97914

All materials provided by contractor shall be new and in good condition when delivered.

Bids/quotes shall consist of an itemized list of the services to include all labor,
equipment and materials, and a copy of the license and bond or insurance. Basis of award
may be on best value including; availability, delivery, pricing,and product capabilities.

All manual Quotes/Bids are to be submitted Company Quote Form or Company Letter head.

All Offer documents MUST be signed by Bidder's Duly Authorized Representative. Also
include (if applicable) all registered State Certification Numbers (DBE, MBE,
WBE, ESB.

Requests for clarification, questions and requests for change of Solicitation must be
received by 4 April 2008 10:00 am, or they will not be considered. OMD will not consider
requests of matters not added or modified by official Addendum posted on ORPIN.

"This opportunity allows suppliers to enter secure online electronic bid responses. In
order to enter electronic bid responses, suppliers must register in the ORPIN system and
select "Electronic Bidding" when they choosing a subscription. Suppliers must also be
certified (authenticated) with the state as an eBid supplier. This is done by completing
and submitting the Supplier Authentication Application, which is available in ORPIN.

If you have already registered in ORPIN but did not designate that you wished to receive
electronic bids, the Primary Contact can change this in ORPIN under "My
Profile/Subscription Information" in ORPIN and submit the Supplier Authentication
Application Packet.

If you need help with your Electronic Authentication Application or registering in ORPIN
you should call the ORPIN help desk at 503-378-4642".

The "optional" document titled "Instructions Supplier Electronic Bid Responses" under the
folder icon is attached as an aid to assist suppliers in understanding e-bidding more
clearly.

For Manual Bids Only: Signature on Bid must be signed by an authorized representative of
the bidder. Signature on a bid certifies that the bid is made without connection with any
person, firm or corporation making a bid for the same goods and/or services and is in all
respects fair and without collusion or fraud.

MANUAL BIDS SUBMITTED ON THE FORM PAGES BELOW FOR THIS ORPIN OPPORTUNITY WILL BE REJECTED
AND CONSIDERED AS A "NO BID".

Signature on a Bid or E-bid certifies that the bidder has read and fully understands all
bid specifications, terms and conditions. No consideration will be given to any claim
resulting from bidding without comprehending all requirements of the Invitation to Bid.
Requests for clarification, questions and requests for change of Solicitation must be
received by 2 April 2007 10:00 am, or they will not be considered. OMD will not consider
verbal requests of matters not added or modified by official Addendum posted on ORPIN.

E-Bids, Faxed Bids, and Emailed bids will be accepted. No oral, telegraphic, telephone,
will be accepted. Offerors may not modify Offers after Closing.

Oregon Military Department will not mail notice of Addenda, but will publish notice of any
Addenda on ORPIN. Addenda may be downloaded off ORPIN. Offerors should frequently check
ORPIN until Closing, i.e., at least once weekly until the week of Closing and at least once
daily the week of the Closing." OAR 137-047-0430(2).

Oregon Military Department may award to all or no Offers if the evaluation of the bids show
no award to be lowest cost or in the best interest and value to the Agency.

Offers may be withdrawn in writing when submitted on Offeror's letterhead, signed by an
Authorized representative, and received by OMD prior to Closing. Offer withdrawals
submitted in writing must be labeled as such and contain the ORPIN Solicitation number.

Offers may also be withdrawn in person before Closing upon presentation of appropriate
identification and evidence of authorization to act for Offeror. Signature confirmation of
withdrawal may also be required.

3.Submission of a Quote constitutes Bidders affirmation that all terms and conditions of
the Quote constitute a binding offer that shall remain firm for a period of 90 days from
the closing date of the ORPIN Notice.
