| Opportunity Summary |
The Oregon Department of Fish and Wildlife's SW Regional office is soliciting bids for a
Contractor to provide an excavator and dozer and operator(s) to remove stumps, brush,
saplings and standing trees to create a seedbed for wildlife food plots.
The Mandatory request for proposal (RFP) is attached and is downloadable.

Forage plot clearing will occur on 4 units totaling 15 acres.
Within flagged areas of each clearing unit, uproot and remove all standing shrubs, trees
and residual logging slash that are not marked for retention.
All stumps less than 30 inches in diameter, and all stumps greater than 30 inches in
diameter that exceed 4 per acre (averaged across each food plot) will be removed.
Stump diameter will be measured along a horizontal axis at their top.
Slash generated from vegetation and stump removal will be placed in disposal areas at each
food plot unit. Generally, these disposal sites will be located just off the designated
food plot, but slash and stump material may need to be moved to reach these areas.
These slash disposal sites will be approved by a Forest Service representative prior to
starting each food plot.
Slash will be manipulated to minimize soil retained within pile.
Slash will be piled to minimize footprint size.
Stump holes will be filled in to provide surface suitable for tractor tillage.
Modifications to these general criteria may be proposed but will be at the discretion of
the Contacting Officer or Contracting Officer Representative.
Activities will be compliant with NEPA (National Environmental Policy Act) documentation
for the project.
Activities will comply with general fire precautions as identified by Contracting Officer
or Contracting Officer Representative.
Alternate treatment methods may be proposed, but acceptance will be at the discretion of
the Contracting Officer Representative.
MANUAL BIDS SUBMITTED ON THE FORM PAGES BELOW FOR THIS ORPIN OPPORTUNITY WILL BE REJECTED
AND CONSIDERED AS A "NO BID". YOU MUST USE THE ATTACHED MANDATORY FORM IN A WORD DOCUMENT
FORM ATTACHED FOR ANY AND ALL MANUAL BIDS.
ODFW reserves the right to cancel the solicitation, or reject in whole or in part, any or
all quotes when the cancellation or rejection is in the best interest of the contracting
Agency, in accordance with ORS 279B.100.
The Agency may, in its sole discretion, terminate this Contract, immediately upon notice
to Contractor, or at a later date as Agency may establish in its notice, upon the
occurrence of any of the following events:
1. Agency fails to receive funding, appropriations, limitations, allotments or other
expenditure authority at levels sufficient to allow Agency, in the exercise of its
reasonable administrative discretion, to make payments under this Contract;
2. Federal or state laws, regulations, or guidelines are modified or interpreted in a way
that either the purchase of Goods or Services, or both, by the Agency under this Contract
is prohibited, or the Agency is prohibited from paying for Goods or Services, or both,
from the planned funding source.

The agency is not responsible for any failure attributable to the transmission or receipt
of the Facsimile bid [proposal] including, but not limited to the following:
-Receipt of garbled or incomplete documents.
-Availability or condition of the receiving facsimile machine.
-Incompatibility between the sending and receiving facsimile machine.
-Delay in transmission or receipt of documents.
-Failure of the Offeror to properly identify the offer documents.
-Illegibility of offers documents.
-Security and confidentiality of data.
ELECTRONIC BIDDING:
This opportunity allows suppliers to enter secure online electronic bid responses. In
order to enter electronic bid responses, suppliers must register in the ORPIN system and

For Manual Bids Only: Signature on Bid must be signed by an authorized representative of
the bidder. Signature on a bid certifies that the bid is made without connection with any
person, firm or corporation making a bid for the same goods and/or services and is in all
respects fair and without collusion or fraud.
For Electronic Bids Only: If there is a MANDATORY BID FORM attached to the Request for
Quote you must download the form, fill it out, and, re-attached it to the electronic bid.
