Description
1. Introduction. The Air Force Services Agency (AFSVA) is seeking information for a best-in-breed, Commercial-off-the-Shelf (COTS) product to offer its golf operations throughout the world an improved level of standardized business practices and centralized reporting.    Standardized business practices will help us leverage the commercial sector?s best practices which translates into more efficient operations and potential cost savings.    In addition, standardized business practices will also allow for improved centralized reporting to the Agency?s Shared Service Center.   
2. Project Scope.    AFSVA desires a proven Golf Course management solution which will be deployed world-wide.    This solution will be scaleable to support the level of local operations (the Air Force has golf courses of various sizes and usage), compatible with current systems and reporting schemes, reasonably maintained and upgraded, and with a training program that current employees will find intuitive. As the systems integrator, AFSVA seeks an enterprise-wide, preferably web-based solution.    We desire this solution to facilitate    all typical transactions of a private or municipal golf course to include, but not limited to:
      -Tee times, handicaps, pro shop sales, tournament management, rental equipment, food & beverage sales
      -Inventory management
      -Customer Relations Management
      -Point of Sale management
      -Operations reporting (i.e. rounds of golf played and other related metrics)
      -Marketing to include customer relations and promotions
      -Financial reporting and data
      -Contingency plan for web-access failure
      -Data exchange to the Air Force Services Financial Management System (Oracle) and have the ability to populate an enterprise Balance Score Card (Oracle) using the DT Studio data broker
      -Provide the security of Personally Identifiable Information (Privacy Act)
      -Credit card and private label card transaction information in accordance with Purchase Card Industry (PCI) standards, and encryption of such data when stored within the system boundaries or related databases.
      -Minimum hardware and software requirements, with pricing estimates
      -Current customers, commercial and government, with similar scope of operations
3. Operations.    The AFSVA owns and operates 78 Golf Courses at 66 Air Force Bases world-wide varying from 9 to 54 holes at each facility.    Each Golf Course manages a Pro-Shop, cart fleet, driving range and equipment rental as well as a Food and Beverage operation.    Sixty-three of the Golf Courses are within the Continental United States (CONUS) while 13 of the courses are outside the Continental United States (OCONUS).    Twelve out of 66 bases manage more than 18 holes.
