The Air Mobility Command Furnishings Commodity Council has been expanded into the Air Force Furnishings Commodity Council (AF FCC). The AF FCC is soliciting information and a capability package regarding office seating manufacturers. THIS IS NOT A REQUEST FOR QUOTE.
GENERAL RFI INFORMATION:

The purpose of this Request for Information (RFI) is to obtain industry input and gauge market capabilities for planning purposes as defined in FAR 15.201(e). Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The information requested by this RFI will be used within the Air Force to facilitate decision-making and will not be disclosed outside the agency. Businesses submitting capability packages are solely responsible for all expenses associated with responding to this RFI. For copyright purposes, businesses are advised that submitting a proposal implies express permission for the Government to use the data, pictures, and other information contained in the submittals for planning purposes.
The Government intends to standardize to a selection of products which would eventually be made available to the entire Air Force via electronic purchasing. Historically, the approximate magnitude for Air Force seating spend is estimated at $10 million per year.

INFORMATION REQUESTED:

The AF FCC is interested in identifying capable small and large business sources who manufacture Executive-Level seating, Managerial-Level seating, Task Office seating, Conference Room seating, and Guest seating for all continental United States (CONUS) Air Force bases.

GENERAL REQUIREMENTS:

MANUFACTURE Executive Level seating. Construction will include pneumatic height adjustment, high back and mid-back versions; passive lumbar support optional. Features to be included are fully upholstered arms, wood arms, brushed aluminum arms, chrome or urethane arms; fixed or adjustable arms; chrome, polished cast aluminum, stainless steel, antique brass, urethane or wood five star bases; minimum 6 to 8 wood stains available; adjustable tension control for back recline mechanism; back height adjustment; semi attached back and seat; optional head rest availability; knee tilt mechanism; 3 inch dual casters; semi attached back and seat cushions; chair seats will be either cushion or contoured foam; upholstery selections available will include high grade leathers available in 8 to10 colors, and numerous patterns, colors and textures of commercial grade upholstery fabrics. Must meet CBT133 flammability compliance. Industry standard warranty.

MANUFACTURE Managerial Level and Task Office seating. Construction will include pneumatic height adjustment, height adjustable lumbar support in back, high back and mid-back versions. Features to be included are brushed aluminum arms, chrome or urethane arms; fixed or adjustable arms; powder coat, chrome, polished cast aluminum, stainless steel, urethane five prong bases; adjustable tension control for back recline; weight-sensing synchronized tilt mechanism; back height adjustment; knee tilt mechanism; 3 inch dual casters; chair seats will be either cushion, contoured foam, or mesh; upholstery selections available will include vinyls, mesh and numerous (30 to 40 selections) patterns, colors and textures of commercial grade upholstery fabrics. Must meet CBT133 flammability compliance. Industry standard warranty. Weight rated for up to 300 lbs.

MANUFACTURE Executive Level and Standard Conference Room seating. Construction will include pneumatic height adjustment, high back and mid back versions. Features to be included are fully upholstered arms, wood arms, brushed aluminum arms, chrome or urethane arms; fixed or adjustable arms; powder coat, chrome, polished cast aluminum, stainless steel, antique brass, urethane or wood five star bases; minimum 6 to 8 wood stains available; adjustable tension control for back recline mechanism; weight-sensing synchronized tilt mechanism; 3 inch dual casters; chair seats will be either cushion, contoured foam, or mesh; upholstery selections available will include high grade leathers available in 8 to 10 colors and numerous (30 to 40 selections) patterns, colors and textures of commercial grade upholstery fabrics. Must meet CBT133 flammability compliance. Industry standard warranty.

MANUFACTURE Guest & Side seating (Executive level, Conference and Standard Office level). Construction will include open arm, closed arms or armless versions; sled, closed loop or four legs; glides or casters; mid back and low back versions. Chair frames shall be wood, chrome, powder coat, polished cast aluminum; plastic or metal. Features to be included are fully upholstered arms, wood arms, powder coated arms, brushed aluminum arms, chrome or urethane arms; stackable or non-stackable; minimum 6 to 8 wood stains available; chair seats will be either cushion, contoured foam, or mesh; attached or semi attached back and seat cushions; upholstery selections available will include high grade leathers available in 8 to 10 colors and numerous (30 to 40 selections) patterns, colors and textures of commercial grade upholstery fabrics. Must meet CBT133 flammability compliance. Industry standard warranty.

Identify if an item is part of a family or group of chairs/seating in the same, similar, or coordinating styles which make up a particular design collection. Submissions should include examples of each type of seating or family of seating, information regarding finishes and upholstery fabrics available, quality rating, delivery and payment terms, warranty/customer support information, and any custom terms and conditions that would apply. Provide information regarding sustainability features and use of recycled materials.

All seating shall meet ANSI/BIFMA X5.1-2002 General Purpose Office Chairs.

COMPANY INFORMATION:
1. Company Information: Name, address, telephone number, FAX number, point(s) of contact, e-mail address(es).
2. Capability Package: Capability and capacity information in terms of the ability to manufacture any or all of the seating identified above including prior performance with the Air Force in providing the types of seating described above. The capability package must be clear, concise, and complete, and may contain, but not consist solely of, a link to the company website. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request. Capability packages should be limited to no more than 50 pages, including pictures and specification sheets.
3. Identification of business size, whether currently designated as a Small Business as defined the Federal Acquisition Regulation FAR Part 19.1, and the appropriate categories, if applicable (small business, small disadvantaged business, Historically Underutilized Business Zone (HUBZone), 8(a) certified, service disabled veteran-owned, veteran-owned, woman-owned). Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at www.sba.gov/size/sizetable2002.html. The applicable North American Industry Classification System (NAICS) codes for this inquiry are 337211 (Wood Office Furniture Manufacturing) and 337214 (Office Furniture (except Wood) Manufacturing). Small Business size is 500 employees.
4. Identification of small business participation/involvement.
5. Types of incentives which may improve performance or pricing (contract type, contract duration, payment terms, teaming arrangements, etc.).
6. General market research information from an industry perspective as it relates to seating. Provide any current/innovative trends relating to seating that may be beneficial to this requirement.

SUBMISSION INSTRUCTIONS:
Responses shall be submitted no later than 15 April 2008. Responses received after this date may be evaluated at the discretion of the Government as time permits. The AF FCC will have representatives in attendance at the NeoCon World Trade Fair 2008, to be held in Chicago, IL, at the Merchandise Mart from June 9 through June 11, 2008. To schedule a showroom appointment or meeting with the AF FCC at NeoCon please e-mail susan.thies@scott.af.mil. The AF FCC does not anticipate hosting a separate office seating Industry Day.
