•1. The applicable North American Industrial Classification Code is 541720 with size standards of $6.5 Million. The applicable Standard Industrial Codes are 8748. The Drug Enforcement Administration [DEA] has a requirement for Quotes in accordance with the recipients' GSA MOBIS schedule contracts. All pricing submitted shall be in accordance with the recipients' GSA schedule contract. 1. TASK SUMMARY


The contractor shall provide support to the Drug Enforcement Administration (DEA) in initiatives to improve the quality of the supervisory and managerial workforce. DEA utilizes a Special Agent Promotion Program (SAPP) to determine the eligibility of Special Agents (Criminal Investigators), GS-1811, for promotion to GS-14 and GS-15. The SAPP promotion process consists of two parts: 1) Performance Rating Scale (PRS) and 2) Assessment Center exercises. For the PRS component, an Agent's current supervisor evaluates and rates the Agent on the individual's skills and abilities, with the concurrence of the second line supervisor and consistent with specific delineated guidelines.


For the Assessment Center component, DEA annually conducts an Assessment Center in which eligible Agent candidates participate in exercises designed to examine a candidate's skills, abilities and knowledge of the job of a Supervisory Special Agent. The Assessment Center is continually monitored and upgraded to ensure the skills being assessed are current with DEA's operational mission and to minimize or completely eliminate any adverse impact that the Center's testing mechanism may inadvertently impose.


Once both the PRS and Assessment Center portions of the test are received, they are combined to provide the candidate with a SAPP score in the range of 70 to 100 points. The scores of all Agents who participated in a SAPP are used to eventually determine the promotion band.


DEA's promotion process, among other programs, is based on a job analysis of the GS-1811 series. In order to have the most accurate and efficient testing mechanism, the content on which it is based must be up-to-date and comprehensive. The last full job analysis on the Special Agent position was completed in June 2002 and must be revised and updated, as necessary, and incorporated into the assessment center exercises.


This revision of the promotion assessment center process for GS-1811-13 and GS-14 Special Agents will be updated based on "best practice" selection approaches and methodology. The revised process will be implemented operationally, and an evaluation will be conducted to identify areas for future improvements. Additionally, the contractor shall conduct a new Special Agent job analysis and shall incorporate the findings into the assessment center exercises.


2. PRE-REQUISITE


All vendors submitting proposals must currently hold a GSA Schedule MOBIS contract..


To receive a high score on the Past Performance factor, an offeror's proposal must include at least two completed PPS surveys. The surveys should demonstrate that the offeror can provide quality, timely assessment centers and job analyses of law enforcement applicants while demonstrating commitment to cost control and customer satisfaction. Demonstrations made through Past Performance Survey [PPS] data [see Attachment B to the solicitation] and statements by customers under past contracts or orders but not employed by the offeror will be given greater weight than statements made by the offeror's employees to demonstrate its ability to provide the requested services.


DEA is a participant in the National Institutes of Health (NIH) Contractor Performance System (CPS), which is an electronic method of rating past performance. Contractors must register with CPS to activate this process. The website to register for CPS and download CPR forms and rating guidelines is at https://cpscontractor.nih.gov.


The contract award is anticipated for July 8, 2008 through July 7, 2009 with an additional three [3] one [1] year option periods. This requirement is open to all schedule vendors as of the award date. This synopsis is for information purposes only. The Request for Proposals will be made available ONLY in electronic format on the DEA home page at www.usdoj.gov/dea. Click on "Acquisitions & Contracts". This RFP will be available on or about Thursday, 05/22/2008. Offerors may submit questions or clarification requests until Wednesday, June 11, 2008 to the following. An amendment will be issued if a change to the requirement becomes necessary.
