The Department of Health and Human Services (DHHS) intends to negotiate with the Henry L. Stimson Center, a non-profit organization, on a sole source basis, to analyze medical and public health trends in after-action reports. The period of performance will be from date of award through September 30, 2008. The Government intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1). This procurement is under the Simplified Acquisition threshold and will be awarded as a Simplified Acquisition.

The Office of Preparedness and Emergency Operations (OPEO) and The Emergency Care Coorination Center (ECCC) has the responsibility of identifying high-priority gaps in mass casualty care capabilities. One of the most important steps of the Homeland Security Exercise and Evaluation Program (HSEEP) is the development of the after-action report (AAR) which serves as the authoritative statement of problems encountered, lessons learned, and corrective actions that should be undertaken in the future. The most comprehensive repositories of AARs, is the secure Lessons Learned Information Sharing (www.LLIS.gov) system, which currently holds over six hundred AARs. The AARs derived from incidents and exercises constitute an important body of knowledge about emergency preparedness and response problems, lessons learned, and recommended corrective actions. Unfortunately, there have been no known attempts to examine trends across these AARs. Since November 2002, the Henry L. Stimson Center has provided research support to LLIS.gov, the national network of Lessons Learned and Best Practices for emergency response and homeland security professionals. LLIS.gov is a secure network designed to facilitate efforts to prevent and respond to acts of terrorism across all disciplines and communities throughout the United States.

The Henry L. Stimson Center is considered the only source because due to its experience and expertise is the only organization that can provide the services necessary in the time frame given.

The purpose of this synopsis is to determine whether there may be other sources with the necessary expertise, qualifications, and experience to perform the work described above. Any source capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Governments requirement as articulated above. This notice of intent is not a request for competitive proposals. No solicitation document is available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements should be submitted by 5 pm June 27, 2008 to keith.austin@psc.hhs.gov.
