Request for Proposal: Transportation trucking services to transport Aviation Fuel and Diesel Fuel from various Defense Fuel Supply Points (DFSP) in Kabul (2) and Bagram, Afghanistan to Fenty and other DFSPs to include Kabul and Bagram. The services required are: manpower, equipment, transport, and material. The performance period is July 1, 2008 through June 30, 2009. Anticipated award date: 30 June 2008.
Contracts will be awarded based upon lowest price, technically acceptable. "Technically Acceptable" will be based on a technical plan narrative that is to be submitted by the potential contractor. Price is the determining factor once a company has been rated "Technically Acceptable."
This is an IDIQ acquisition with a 25% minimum guarantee for the entire contract period. After every 90 days, all awardees will be given fair opportunity to submit new pricing for the next Task Order period of performance. Delivery orders will be issued based on Task Orders. Fair Opportunity considerations include: price, performance on previous orders, and minimum order requirement.
