NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The National Institute for Occupational Safety & Health (NIOSH), Spokane, WA hereby announces its intent to issue a purchase order to Particle Instruments, LLC: APM-10 Aerosol Particle Mass Analyzer, delivered to Cincinnati, OH. Some of the characteristics are: mass classification in floating condition based on the balance between floating contrifugal force and electrostatic force, and 0.01 to 100 femto-gram aerosol particles can be classified, which correspond down to 30-40 nm for spherical particles, and measures mass of airborne nanomaterials in real-time.

This project is supported by justification for other than full and open competition to Particle Instruments, LLC under authority of 41 U.S.C.253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing to Denise Rains, Reference # 000HCCGD-2008-57529, CDC/NIOSH, 315 East Montgomery Avenue, Spokane, WA 99207, ATTN: Denise Rains or email dgr8@cdc.gov. All vendors must be registered in the Central Contractor Registry (CCR) prior to award of a Federal contract or purchase order. The website is www.ccr.gov.

The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement.

If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be held with Particle Instruments LLC as the only source and a purchase order will be issued wihout any additional notices being posted.
