Description
SOLE SOURCE NOTICE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106.     Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 1200 MST Monday, 17 Mar 2008 will be considered by the Government.     A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.     Sole Source is based upon this vendor being the only manufacturer/vendor able to satisfy this requirement:

This purchase is for advertising space in specific airports in the following locations: Colorado Springs, Colorado, Anchorage, Alaska, Winnipeg, Manitoba, Ottawa, Ontario, and Panama City, Florida.     Clear Channel Interspace Advertising is the only known source with rights to sell advertising space in the desired airports.

NORAD 50th Anniversary Committee


1.0.     DESCRIPTION OF SERVICES:     Advertising of NORAD 50th Anniversary

1.1.     ORGANIZATION BEING SUPPORTED:

1.2.     BACKGROUND:
NORAD is preparing to celebrate its 50th anniversary in May of this year.     One means by which we plan to commemorate this historic event is by advertising the Anniversary in commercial airports serving NORAD communities: Colorado Springs, Colorado, Anchorage, Alaska, Winnipeg, Manitoba, Ottawa, Ontario, and Panama City, Florida.    

1.3       .     OBJECTIVE:
Advertise static display images (designed by NORAD) commemorating the Command?s 50th Anniversary for the month of May 2008 in various locations.

1.4.     OVERVIEW OF SERVICES REQUIRED:
Advertise in the following locations for the purpose of displaying images (designed by NORAD) commemorating the Command?s 50th Anniversary:

1.4.1.     SPECIFIC TASKS:

1.4.1.1.     Location No. 1:
Ottawa, Ontario: Location YOWAX-1, Size: 20?X6? wall wrap

1.4.1.1.(a) Production and installation of commercial quality 20?X6? wall wrap displaying a NORAD-designed and provided image for Location No. 1 (YOWAX-1).    

1.1.4.2.     Location No. 2:
Winnipeg, Manitoba: Location YWGW1-1, Size: 72?X60? backlit

1.1.4.2.(a) Production of commercial quality 72?X60? transparent film displaying a NORAD-designed and provided image for Location No. 2 (YWGW1-1)

1.1.4.3.     Location No. 3:
Colorado Springs, Colorado: Location COS5E-3, Size 62?X43? backlit

1.1.4.4.     Location No. 4:
Panama City, Florida: Location: PNF5G-3, Size 62?X43? backlit

1.1.4.5.     Location No. 5:
Anchorage, Alaska: Location: VZ-6 (9 locations throughout airport), Size 40?

2.0.     Rights.     The headquarters of USNORTHCOM and NORAD owns unlimited rights to all products designed and developed under this Statement of Work. Contracting firm and individuals retain no rights to any of the products designed and developed under this Statement of Work.

3.0.     Project Management.     Mr. Douglas Johnson is the Government point of contact leading the advertising effort.

4.0.     Technical Requirements.     Final location approval by NORAD staff.

5.0.     Assumptions.     Government will provide designs for display locations.

6.0.     Period of Performance.     Designs to be supplied to contractor by 1 April 2008.     Designs shall be displayed from 1 May through 31 May 2008.     Contractor shall destroy displays after removal.
