This Sole Source notice is posted pursuant to Oregon Administrative Rule (OAR) 125-247-
0275.
The Oregon Department of Energy intends to contract with IdleAire Technologies Corporation
to subsidize demonstration of IdleAire's Advanced Truck-Stop Electrification (ATE) systems
in trucks operating on Oregon's I-5 corridor. IdleAire's system provides heat, cooling,
electricity and Internet access via a window insert that the truck operator retains for
use wherever IdleAire's equipment is available. IdleAire has installed equipment in
various truck stops; this project provides incentive for truck operators to try the
service. With ODOE funding, IdleAire will offer truck operators an IdleAire membership
card, a free window insert, and a free first visit (average 11 hours). With the card and
the insert, the operator is equipped to use any of IdleAire's facilities. The free first
visit introduces the truck operator to the available services. Adoption of this and other
technologies that eliminate the need to idle for long periods of time will reduce fuel
consumption, thereby lowering the cost of operation and reducing air pollution.
The Department of Energy has determined that these services are available only from the
designated contractor. This determination is based on the following finding of fact:
The required services are for use in a pilot or experimental project, including research
and economic development projects. Various types of truck idling technologies are
currently being introduced along the West Coast's major trucking routes. This is one of
several to be tested and assessed for effectiveness and acceptance by truck operators.
IdleAire is the only vendor offering this specific technology in Oregon.

Protest Provisions:
In accordance with Oregon Administrative Rule 125-247-0710, an Affected Person may protest
the determination that the services described above are available from only one source.
An Affected Person must file a written protest, which must include: a detailed statement
of the factual grounds for the protest; a description of the resulting harm to the
Affected Person; and the relief requested.
To be considered, protests must be received by the closing date and time stated above, and
