A. Change to Request for Proposal:
-The opening date for this RFP has been extended to May 1, 2008. We will continue to accept questions for this RFP until April 21, 2008.
B. Questions from March 19, 2008 Pre-Bid Conference
(Answers in Italics)
1. Please describe the current plans for occupying the new jail facility. When will inmates move into the facility? Please provide a description of the timeframe and expected ADP as inmates are moved into the new facility. For example, will expected ADP be 1026 from Contract Start Date or does the County expect ADP to climb gradually from the current level of over 500 ADP to 1026 ADP?
Jail is in full operation at the present time. The population should hover around the 975 mark most of the time as they will make allowance for beds for immediate needs if they arise. Presently, they are climbing to the level of 975 as inmates from other jurisdictions are being brought to Hall County to be housed.
2. Sect. VI.1 B (Pg 10): Please describe the expected demographics/acuity of the additional inmates expected to increase the ADP from the current levels to 1026 ADP. For example, does the County expect these inmates to be older or younger, sick or healthy, similar mix of males and females, etc.? Age demographics are not maintained and would not change, sick / healthy will not change from current inmates, the facility male and female housing assignment is 84 % male 16% female.
3. What is the current ratio of male to female inmates? 87 % males / 13 % females
Contract
4. Please clarify the contract terms and renewal options. Contracts are generally let for a one year period with two (2) possible one (1) year extensions before the next re-bidding process
5. What is the start date and the initial term of the contract? Approximate start date would be between July 1 and Sept 1, 2008
6. Is the contractor responsible for any off-site services? If so, please clarify. No
7. (Pg. 2) - No proposal may be withdrawn for a period of (60) sixty days after time has been called on the date of opening. Section VIII 5 (Pg. 12) - No bid may be withdrawn for a period of ninety (90) days after time has been called on the date of opening. Please clarify which withdrawal period is in force for this contract.

8. Sect. I - Paragraph 3 (Pg. 5) mentions that in addition to ACA accreditation, the site intends to obtain "National Certification and Accreditation." Please clarify through which specific organization(s) the County is seeking national certification and accreditation. American Correction Association and National Commission on Correctional Health Care.

9. Sect. III - C (Pg. 6): Please provide the Current Staffing Plan for the new facility by position, day, and shift.

16. What population does the County want used in the base bid? 800 or 1000? 1026
17. Will the County accept annual contract renewals by mutual agreement or a 120-day without cause termination clause? The county will accept annual contract renewals up to a 3 year period, however the Termination Clause length of time has yet to be determined for this bid.
18. Please explain the rationale for the 5% retainage. Will the County will willing to waive this requirement? This is not applicable to this proposal.
19. Sect. VI.1- A (Pg. 10): Please clarify the requested format for pricing of the proposed program. Is the County seeking a separate price from proposers for each of the services listed in this section? The proposers can either bid for the services as a whole or by each individual service. We have left the decision up to each individual vendor and also to be fair to those who only want to bid on one or two individual services.

Also, is the comprehensive physical assessment (required by standard to be performed within 14 days) to be performed immediately upon intake as well? no; no
