The purpose of this synopsis is to notify interested parties that the USTRANSCOM Directorate of Acquisition anticipates reissuance of the Regional Domestic Contract-04 (RDC-04) solicitation (W81GYE-06-R-0013) to add Hawaii and Guam to theRDC-04 contract.
The solicitation will only be reissued to provide transportation of lawful cargo by approved sea carriers between CONUS and points and ports in Hawaii and points and ports in Guam only.
Multiple Indefinite Delivery/Indefinite Quantity contracts may be awarded. The contractor shall provide for sea transportation and services. Vessels will be required to comply with applicable Regulatory Compliance for the carriage of military cargoes and military sponsored cargoes.
The anticipated period of performance will be for 11 (eleven) months with no option periods. The NAICS code is 483111. Anticipated issuance date is on or about 28 July 2008. No hardcopies of this solicitation will be issued. The solicitation will be available to download from the Federal Business Opportunities (FedBizOpps) website.

Ocean and inland transportation from CONUS points and ports to Hawaii and Guam under the Regional Domestic Contract-04. 1. This is a Request for Proposals (RFP) for sealift service (ocean and inland, intermodal transportation) from CONUS to Hawaii and CONUS to Guam and Alaska to Guam. All responsible sources may submit proposal which shall be considered by the Agency. Responsible sources must be US Jones Act carriers. 2. The contract will be a 12 month base year with no options. 3. The original SDDC Regional Domestic Contract 04 solicitation is being amended to include ports and points for Hawaii and Guam service. 4. Proposals for this RFP are due 19 Sep 2008, 4:00 pm (CST). If you submit proprietary data, please mark it clearly with the appropriate markings. Submission of rates for the Hawaii and Guam routes will be available in the CARES II Service Module 28 August 2008 at 7:00am CST. The CARE II Service Module will close 19 Sep 2008, 4:00pm CST. 5. The original RDC-04 solicitation is found in Attachment A. The Summary of Changes to include Hawaii and Guam routes is in Attachment B. The conformed solicitation to include Hawaii and Guam is Attachment C with Attachments 1-7. 6. Amendment 0005 contains updates to Performance Work Statement paragraph 6.0 and conformed documents to include the Performance Work Statement, 52.212-1 Addendum and 52.212-2 Addendum. The closing date of the solicitation remains unchanged.
