Competition for this procurement is limited to eligible 8(a) firms located in the following Region: Region 10 - Alaska, Washington, Oregon, and Idaho. And, 8(a) participants in good standing serviced by a SBA office outside of Region 10 but having a Bona fide branch office in Region 10. A Bona fide branch office is a place of business for purposes of 8(a) construction procurements located where an 8(a) Participant regularly maintains an office which employs at least one full-time individual within the appropriate geographical boundary. The term does not include construction trailers or other temporary construction sites.

Joint Venture Agreements - Joint Venture Agreements are allowable on competitive 8(a) set-asides and must be received by SBA prior to cost proposal due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned Business Opportunity Specialist (BOS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your Business Development Specialist (BDS) has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSAL OR BIDS.

The work shall consist of furnishing all plant, labor, equipment, materials and supervision to complete construction work for projects PQWY 06-2002A, Add HVAC Air Freight Terminal B1422 and PQWY 06-2002B Repair Air Freight Terminal B1422, at McChord AFB Washington. Following is a brief summary of the project and is provided solely for the purpose of revealing the general nature of the work involved. Work to consists of: a) Demolition of existing selected office and storage facilities and modular buildings inside the warehouse structure; b) Demolition of miscellaneous exterior appendages and portions of the exterior walls, doors and windows to facilitate the new construction; c) Removal of exterior asbestos containing and lead based paint covered siding on the lower warehouse and replacement with prefinished metal siding; d) Provide exterior sewer and water utility extensions; e) Construct new office, training, shop, storage and restroom facilities inside the existing structure; f) Provide an air conditioning system for the added or altered office and training portions of building; g) Add a vehicular exhaust system for the lower warehouse.

The magnitude of construction is between $1,000,000 and $5,000,000.

The current applicable NAICS is 236210. The small business size standard for the NAICS is average annual gross revenue of under $31.0 Million over the past three years.

Award of a contract from this solicitation will be made on the basis of Best Value to the government using past performance and price. The Government reserves the right to award a contract to other than the lowest price offeror.

All relevant solicitation documents including specifications and or drawings will be made available for download exclusively from the internet by accessing the Federal Business Opportunity (FBO) Website http://www.fedbizopps.gov by following the links on the FBO website to: DOD, USAF Offices, Air Mobility Command, 62nd CONS. Once the solicitation is posted, interested parties must review the website frequently for updates and amendments to any and all documents; and verify the number of amendments issued prior to the due date for proposals. The closing date and time for submitting proposals will be contained within the solicitation package.

All potential sources must obtain a DUNS number and be registered in the Central Contractor Register (CCR) in order to transact business with the Department of Defense (DOD). Lack of registration in the CCR database and failure to obtain a DUNS number will make an Offeror ineligible for award.

Note to Offerors: Interested contractors, vendors and suppliers should register in the Interested Vendors List for solicitation FA4479-08-R-0005.

NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE WITHIN AIR MOBILITY COMMAND TO FUND THIS PROJECT, WE ANTICIPATE FUNDS WILL BECOME AVAILABLE BY 17 NOV 2008. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER THE CLOSING DATE. IF CURRENT FISCAL YEAR (FY08) FUNDS BECOME AVAILABLE, CONTRACT AWARDS WILL BE MADE NO LATER THAN 30 SEP 08. IF FY08 FUNDS ARE NOT AVAILABLE, PROJECTS WILL BE FUNDED WITH FY09 FUNDS. WE EXPECT TO HAVE FY09 FUNDS BY 17 NOV 08.
