The Social Security Administration (SSA) intends to negotiate on a sole source basis with Acresso Software Inc., 900 National Parkway, Suite 125, Schaumburg IL, 60173 under the authority of 41 U.S.C. (253)(c)(1) as set forth in Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements,
Acresso Software Inc. has developed proprietary software which is necessary for the following reasons:
Effective and efficient license management
Support for Flex-enabled and non Flex-enabled software engineering tool license management
Support for Windows and Unix environments
Web-enable, single/central reporting capabilities
Reports by machine, user, application with drill-down capabilities
Effective License Management is mission-critical to SSA s software engineering environment. DVTT has been given a mandate to consolidate their currently distributed HP Quality Center environment. Within the next year, DVTT staff will be responsible for managing twice the current number of users of Quality Center and other validation tools. Each tool produces its own log files, usage reports, and alerts independently
This acquisition will be processed under the simplified acquisition procedures. The NAICS code for this procurement is 511210, and the small business size standard is $23 Million.
This requirement will include software licenses and the continued maintenance, support, and training of Acresso Software. This notice of intent is not a request for proposals. Information received will normally be considered solely for the purpose of determining whether to conduct any future competitive procurement. Any vendor capable of performing the preceding requirements must present electronic/written evidence of such capability by August 8, 2008. The evidence must include a discussion of how the software would satisfy the proposed requirements, contact information for no more than three (3) customer references, and associated GSA Schedule or commercial price information on the software and support. The Government does not intend to pay for information received and does not intend to provide evaluation results to the sender.
