Synopsis:

AFDW Contracting Division, Bolling AFB , Washington DC, intends to negotiate a commercial follow on sole source contract with Monterey Consultants located at Dayton, Ohio for the performance of acquisition support services. Monterey has substantial core knowledge of experience based on a previous, specific effort and this is a continuation of the phased work. Monterey is considered the only responsible source and no other supplies or services will satisfy agency requirements. Through data accumulation and analysis, the contractor amassed expertise of relevant knowledge over time to be applied to the next phase of work. Monterey conducted a pilot program on the same type of effort which is critical to rapidly understanding and meeting current requirements. Award to any other source would result in substantial duplication of cost to the Government and is not expected to be recovered through competition. In addition, award to another source would result in unacceptable delays in fulfilling this requirement. The resulting contract will be a commercial firm-fixed-price service contract with a one year base term and three one-year options. The procurement processes is being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1(a)(2)(iii). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of proposals. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Work performance will begin no later than 1 October 2008.
