The United States Army Contracting Command Joint Munitions & LethalityContracting Center, Picatinny Arsenal, New Jersey 07806-5000, on behalf of PM IED-Defeat intends to issue a solicitation for an Acoustic Hailing Device (AHD). The AHD will consist of a self contained acoustic transducer module with electrical connections for input devices and power. Audio sources from a ruggedized portable digital media player or a handheld microphone are amplified and intelligibly projected for effective communications out to threshold distances of 300 meters. The directional acoustic output should be +/- 15 degrees. The AHD should weigh no more than 45 lbs (without mounting components). Pre-recorded tones designed to gain the attention of personnel can be played at extreme volume levels for effective use over distance. The AHD has to significantly minimize the acoustic sound pressure level (SPL) at the rear of the device, making for safe operation with hearing protection. The AHD must operate off of a 12VDC or 28VDC power source. The system will be able to be employed at fixed site locations via a tripod mount or employed on small vehicles/vessels via a vehicle mounting system.



JM&L; LCMC-Picatinny intends to satisfy this requirement on an Other Than Full and Open Competitive basis utilizing the authority of 10 U.S.C. 2304 (C)(1) as implemented by FAR 6.302-1(a)(2)(ii), Only one responsible source and no other supplies or services will satisfy agency requirements. As a result, the Government intends to award a Sole Source Purchase Order to the American Technologies Corporation of San Diego, California.
