The Bureau of Prisons intends to solicit and negotiate a Sole Source award to the American Correctional Association (ACA) for accreditation and re-accreditation services at various institution. ACA is an independent organization established over 133 years ago whose mission is to provide a professional organization for all individuals and groups, both public and private that share a common goal of improving the justice system. ACA sets standards that are based on valid, reliable research and exemplary correctional practice not only in the United States but around the world. The award will be processed under the authority of 41 U.S.C.253(c)(1) as implemented by Federal Acquisition Regulation 6.301-2. The period of performance is for a one-year base period and four one-year option periods. Approximately one initial accreditation and 37 re-accreditations will be conducted for the Base Period; Option Period One, approximately three initial accreditations and 34 re-accreditations; Option Period Two, approximately one initial accreditation and 23 re-accreditations; Option Period Three, approximately 37 re-accreditations; and Option Period Four, approximately 37 re-accreditations. This announcement constitutes the only announcement for this requirement. Quotations are not being requested and a written solicitation will not be issued. Any responses received within 10 days of this notice of intent shall be considered soley for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to open this requirement to competition, based upon written responses to this notice, is solely within the discretion of the Government. The Government anticipates award of a requirements type contract with firm-fixed unit prices with options using a combination of procedures in FAR Part 13 and Far Part 12. Faith-based and Community-based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.
