This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement is the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation number is 161226 and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. The NAICS code is 541990 and the size standard is $6.5 million. This requirement is unrestricted and does not have a set-aside. This acquisition is firm-fixed price. The description and specification provided herein, is essential to the Governments requirement. The Government intends to award a single award contract to the responsible offeror whose offer conforms to the requirements as stated in this synopsis and the statement of work and who is most advantageous to the Government made in the following order: (1) Proposed technical approach; (2) Proposed management approach and an appeals process to review the assessment findings (3) Past Performance of the offeror; and (4) Qualifications of key personnel. The U.S. Secret Service is seeking to update the current accreditation of its forensic science laboratory from the legacy to international requirements.
The Offeror is required to propose their best technical approach and submit a detailed cost proposal. The offeror is also required to submit three (3) references for Past Performance evaluation which should include the name and address of the organization, contact person, and contact information. Please submit copies of all technical, past performance and cost volumes associated with this proposal package separately. The technical volumes shall address offorors approach to meeting requirements. The contract shall include one based period with four-one year options. The period of performance is as follows: Base Period: September 08, 2008 though December 31, 2008; Option Year (1): January 01, 2009 through December 31, 2009; Option Year (2): January 01, 2010 through December 31, 2010; Option Year (3): January 01, 2011 through December 31, 2011; Option Year (4): January 01, 2012 through December 31, 2012.
