The Agency for Healthcare Research and Quality (AHRQ), through the Program

Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to The Academic Pediatric Association,

6728 Old McLean Village Drive, McLean, VA 22101



The purpose of this contract is to provide support for the APA young investigator award annual program for 2008. The proposed contractor shall review proposals and select recipients/projects. Each selected recipient will conduct research, present findings at an annual meeting of the Academic Pediatric Association, and seek publication. In 2008, the award is being supported by AHRQ and HRSA (through an interagency agreement with AHRQ). There are two foci for this contract: 1) effectiveness of child clinical preventive services with an insufficient evidence base; and 2) other research designed to improve the safety and quality, efficiency and effectiveness of healthcare in general pediatrics. AHRQ and HRSA work with APA leadership and program staff to develop the invitation letter to fellowship programs so that it accurately reflects these foci. In addition, AHRQ and HRSA decides during the review process which applications meet the agencies criteria and can be funded with these funds.



Contractor Requirements:

AHRQ seeks a contractor to conduct and implement a young investigator research/evaluation program that:



-Is well-versed in the area of child health services research and has established specifically an outstanding research/evaluation program for young pediatric investigators that can enhance research knowledge and growth for potential pediatric researchers.



-Has expertise and experience to provide significant opportunities to conduct research and evaluation focusing on one of AHRQ's priority populations (children) to achieve AHRQ s mission-specific goals of improving the quality and safety, efficiency and effectiveness of health care for all Americans.



-Has expertise and experience to provide significant opportunities to conduct research on the effectiveness of child clinical preventive services.



-Has experience in implementing a program that is vital to AHRQ and HRSA because it helps train young investigators to conduct research to improve children's health and healthcare. AHRQ considers the APA young investigator program an integral part of its multi-faceted research education program.



Scope of Work

-Working with AHRQ and HRSA to provide input on appropriate language, the contractor develops/disseminates a call for proposals for the 2008 Young Investigator s Awards Program to over 2000 people within 30 days of contract award.



-The contractor shall compile and assemble proposals and provide a complete package to AHRQ within 30 days prior to review.



-The contractor, AHRQ, and HRSA will review/rate/rank proposals and select relevant and rigorous projects responsive to goals of overall improvement and effectiveness of child clinical preventive services, and make awards with AHRQ and HRSA approval and with contract funds within 90 days after contract is awarded.



-The contractor submits a report summarizing awards made during the period of award, including names, degrees, institutions, titles of projects, and abstracts.



The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
