This is a combined synopsis/solicitation for commercial items in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. The solicitation number, Q5365080255, is issued as a Request for Quotation (RFQ). The National Park Service intends to award a firm fixed price contract, as a result of this combined synopsis/solicitation, to the offeror providing the best value to the Government. To ensure that sufficient information is available, the vendor shall furnish, as part of the quote, a technical description of the items for the contracting activity to determine whether the product meets the salient characteristics of this requirement. Descriptive literature shall consist of illustrations, drawings, or clear references. The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, warranty, price and other factors considered. This is a commercial Item Acquisition, FAR Part 12 applies. The NAICS is 332420, the size standard is 500 employees and is set aside for small business. The anticipate award date is September 16, 2008.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25, Provisions and clauses noted below may be accessed at http://acquisiton.gov/far/index.html.

Provision 52.212-1 Instructions to Offeror-Commercial, applies to this acquisition.

Provision 52.12-2, Evaluation-Commercial Items, applies to this acquisition. Paragraph "a" of the provision is hereby replaced with the following: "Award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-price evaluation factors. PRICE: The NPS shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations, Subpart 13.106-3. The non-price evaluation factors and their associated acceptability standards are: 1) Ability of the product to meet the requirements: Each offeror shall submit product data. Standard of Acceptability: product data must clearly indicate the products and material that will be provided will meet the requirements. 2) Past Performance: Past performance is a measure of the degree to which a contractor has satisfied its customers in the past. Offerors are encouraged to submit references based on, the Governments knowledge of quoters past performance, and/or references obtained from any other source. Standard of Acceptability: The quoter must receive at least a satisfactory past performance rating by the NPS."

Provision 52.212-3, Offeror Representations and Certifications-Commercial Items: the apparent successful Quoter shall complete and submit the provision to the Contracting Officer.

Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Order-Commercial Items, applies to the acquisition. The follow0ing clauses, as cited in clause 52.212-5 are incorporated into this solicitation and subsequent contract: 52.206-6, 52.219-6, 52.219-8, 52.219-14, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.225-1, 52.225-13, 52.225-15 and 52.232-29.
