The purpose of this synopsis is for the Naval Air Systems Command and the AV-8B Harrier Joint Program Office (PMA 257) to announce its intent to contract for maintenance and training services (NAICS code 611519) in support of the AV-8B Harrier Program as well as to announce an Industry Day and solicit companies capable of supporting this requirement. This is not a formal Request for Proposals. The requirements are to provide uninterrupted Contractor Augmented Maintenance and Training in support of the AV-8B Harrier Program (MAGS 13 and 14) in response to a full and open competition. A Sources Sought notice was posted to FEDBIZOPS on 3 March 2008 under the title AV8B Contractor Augmented Maintenance and Training (CAM&T) ; with a solicitation number of N00019-08-R-CAMT.
The Naval Air Systems Command plans to host an Industry Day forum in May 2008 to provide interested parties with additional information and solicit feedback on the upcoming CAM&T; requirement. The exact date and location for this forum has not been determined at this time, however, it is requested that all interested attendees send an e-mail to Ms. Vicki Dean at vicki.dean@navy.mil, to express their interest. Attendance will be restricted to five (5) representatives per company. When the exact date and location is determined, a notice will be posted to the NAVAIR homepage and all interested parties will be sent an email notifying them of this posting. Interested parties must include the attending individual s name, company, phone, and e-mail address. For those individuals unable to attend the forum, the presented materials will be available on the NAVAIR homepage http://www.navair.navy.mil after the Industry Day has been conducted. Questions received prior to Industry Day may be addressed at the Industry Day forum in a formal manner. These questions and answers will be posted on the NAVAIR homepage after Industry Day as well. Directions to the facility will also be posted on the NAVAIR website.
It is the Government s intent to award a single Firm Fixed Price type contract (with T&M; CLINs for Over and Above effort) to the offeror who provides the best overall value to the Government. It is anticipated that the final request for proposals (N00019-08-R-0060) will be available through the NAVAIR solicitation homepage, http://www.navair.navy.mil, approximately 30 June 2008. However, it is the Government s intention to release a draft request for proposals (Draft N00019-08-R-0060) prior to Industry Day on the NAVAIR solicitation homepage listed above.
This office will e-mail a notification of release of the solicitation and any amendments to all prospective offerors that submit a request to register for this information via e-mail. Requests for inclusion on the e-mail solicitation release list should be sent to Ms. Vicki Dean (Contract Specialist) via e-mail at vicki.dean@navy.mil. Paper copies of the solicitation will not be mailed. All responses must be sent via email and must include the following information: (1) Company Name; (2) Company Address; (3) Company Business Size; (4) Point of Contact (POC) Name, telephone number, fax number, and email address. Internet responses without this information will not be accepted. Phone and fax requests for a copy of the solicitation will not be accepted.

The AV-8B Industry Day will be held on June 24, 2008 at 8:00 am EST at the Southern Maryland Higher Education Center (SMHEC) in Building Two. Attendance is restricted to six (6) representatives per company. Interested parties must pre-register with Vicki Dean, vicki.dean@navy.mil by 19 June 2008. Please include the attending individual s name, company, phone, and e-mail address when you pre-register. An overview of the AV-8B program and the CAM&T; solicitation will be given, followed by a question and answer session. All questions must be submitted in writing
