Western Area Power Administration (Western) has a requirement to have ASEA
Breakers overhauled and replacement of all gaskets remanufactured on a sole
source basis under the authority of FAR 6.302-1, 41 USC 253(c)(1), Only
one
responsible source and no other supplies or services will satisfy the
agency
requirement. Western believes that ABB Inc. is the only know source that
is
capable of offering technical consulting for these ABB breakers as they own
the

However,
interested parties may identify their interest and capabilities by
submittal of
a capability statement which must include enough technical
material/information
for evaluation to verify their ability to satisfy the Governments
requirement
without substantial duplication of cost or unacceptable delay. All
capability
statements are due to the Frances Gutierrez, Contracting Officer no later
than
June 27, 2008 by close of business (3:30PMMT). Any information received
will be
considered for the purpose of conducting competitive procurement. A
determination by the Government not to compete based upon responses to this
notice is solely within the discretion of the Government. This acquisition
will
be accomplished under the part FAR 12 Acquisition of Commercial Items and
FAR
