(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is LDQ001121 and is issued as a Request for Quotation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. (iv) This requirement is not a set-aside; the associated North American Industry Classification System (NAICS) code is 334516, Analytical Laboratory Instrument Manufacturing; and the small business size standard is 500 Employees. (v) CLIN 0001, Part Number 4382356, TF, VALID Software, Quantity 1, and CLIN 0002, Part Number TRN00065, VALID Software Advanced Training, Quantity 1, which includes one day of FAS training for HID EVOlution for up to 4 people in the customer lab. (vi) The FBI intends to acquire the afore-mentioned VALID Software and associated training from the manufacturer on a sole-source basis. Offerors are required to provide a statement of ability to provide the software and a description of the training being offered as well as the names, addresses, telephone numbers, and e-mail addresses of points of contacts for three other customers of the same or similar products. (vii) Delivery of the software and completion of the training shall be completed within 30 days after receipt of a firm-fixed-price purchase order. Delivery and acceptance will take place at the FBI Laboratory, 2501 Investigation Parkway, Quantico, VA 22135, and delivery shall be FOB Destination. (viii) The provision at 52.212-1, Instruction to Offerors Commercial, applies to this acquisition. (ix) The provision at 52.212-2, Evaluation Commercial Items, is applicable to this acquisition. ADDENDUM to FAR 52.212-2, Paragraph (a): The following factors shall be used to evaluate offers: Technical ability to provide the software and training, Past Performance, and Price. Technical and Past Performance, when combined, are more important when compared to price. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
