The Naval Air Systems Command intends to award a Firm Fixed Price Contract for the procurement of Integrated Defense Electronic Countermeasure (IDECM) AN/ALQ-214 Onboard Jammers and spare WRAs on a sole-source basis to ITT Electronic Systems, in Clifton, New Jersey. The procurement will include approximately 22 AN/ALQ-214 systems for the Royal Australian Air Force (RAAF) and spare ALQ-214 WRAs for the United States Navy (USN). The procurement will also include a priced option for up to 18 AN/ALQ-214 Systems for the USN. The contractor will fabricate, assemble, test, and deliver the component hardware as units, including Radio Frequency Countermeasure (RFCM), racks, receiver, modulators, processors, and low band transmitters. This effort is being awarded on a sole source basis to ITT Electronic Systems in accordance with FAR 6.302-1 because ITT Electronics Systems is the sole designer, developer, and manufacturer of the AN/ALQ-214 subsystem and is the only contractor that can provide the subsystems within the requested time frames.
