The Government intends to negotiate on a sole source basis with AMPEX, under the authority for other than full and open competition, Title 10, U.S. Code, Section 2304 (c)(2) and implemented via Federal Acquisition Regulations Subpart 6.302-2, unusual and compelling urgency. This notice of intent is not a request for competitive proposals. This requirement will provide for the production and delivery of a download station for the MH60, which must be compatible with the AMPEX mini700R recorders, to enable analysis of the recorded data. These units record data specific to RS485, RS 422, 1553B, as well as audio from mission systems. Since this is a brand name acquisition, the Sole Source Justification and the Brand Name Justification is attached to this synopsis in accordance with FAR 5.102 (a) (6).
For Northern American Industry Classification System (NAICS) Code 334613, AMPEX is (per CCR) a small business.
NOTE: DFARS 252.204-7004 Alternate A, Required Central Contractor Registration, applies to all solicitations issued on/after 6/1/98. Lack of registration in the CCR database will make an offeror ineligible for award. Please ensure compliance with this registration when submitting your statement. Futhermore, the contractor awardee shall be required to self-register at https://wawf.eb.mil to ensure compliance and utilization of Wide Area Workflow (WAWF). 52.204-8 requires that each offeror complete the annual representations and certifications electronically via the Online Representations and Certifications Application (ORCA) website at http://www.bpn.gov. Each offeror shall include a completed copy of the provision at FAR 52.212-3, including Alt 1, Offeror Representations and Certifications / Commercial Items (JUN 2008) with its quote including DFARS 252.212-7000 Offeror Representations and Certification / Commercial Items (JUN 2005) if applicable.
