The U.S. Army, RDECOM-ARDEC Energetic Materials Analysis Branch, EnergeticsProducibility and Manufacturing Technology Division are seeking assistance in two Propellant Testing initiatives. The first initiative is: to perform Safe Interval Prediction (SIP) testing on solid nitrocellulose based propellants using High Performance Liquid Chromatography and accelerated aging; and the second initiative is: perform qualitative and quantitative analysis and testing on GFM ammunition and bulk propellant for the Joint Munitions Commands (JMC) Ammunition Surveillance Programs, Stockpile Surveillance Programs, malfunction investigations, field investigations, deficiency investigations, and accident investigations related to solid, nitrocellulose based propellant and propellant stability.

These initiatives will require that the contractor be able to provide personnel with the following backgrounds:

Ammunition Operator: shall have a minimum three years experience handling propellants, explosives, and pyrotechnics. Must have a thorough understanding of safe work and test practices. Shall have at least six months experience in the management and disposal of chemical and/or explosive hazardous waste. For the performance of the contract the contractor shall utilize only employees who are US citizens or lawfully admitted and employed non-citizens. Total effort shall not exceed 2000 hours per calendar year. Specific requirements are as follows:1. Must possess a valid Government Drivers License.2. Be familiar with Excel, database management, and create and print custom reports.3. Certified as having AMMO-45 training.4. Certified as having taken RCRA training within the last year.5. Familiar with Army regulations AR 385-64 and AR 385-10.6. Familiar with DA PAM 385-10 and DA PAM 385-64.7. Familiar with AMCR 385-100, AMCR 350-4, and AMCR 700-7.8. Familiar with ARDECR 700-7, ARDECR 685-2, and ARDECR 420-47.9. Minimum 6 months experience in the handling of solid propellant.



Laboratory Technician: shall have a minimum of three years experience in operation of laboratory analytical equipment. Minimum educational requirement is a bachelors of science in chemistry or other related field. For the performance of the contract the contractor shall utilize only employees who are US citizens or lawfully admitted and employed non-citizens. Total effort shall not exceed 6000 hours per calendar year. Specific requirements are as follows:

1. Proficient in use of Empower2 chromatography software and the following instrumentation: Waters Alliance, Acquity, 717 autosampler, and 515 solvent pump systems.2. Proficient in Waters client/server database management3. Certified as having AMMO-45 training.4. Certified as having taken RCRA training within the last year.5. Familiar with Army regulations AR 385-64 and AR 385-10.6. Familiar with DA PAM 385-10 and DA PAM 385-64.7. Familiar with AMCR 385-100, AMCR 350-4, and AMCR 700-7.8. Familiar with ARDECR 700-7, ARDECR 685-2, and ARDECR 420-47.9. Minimum 6 months experience in the handling of solid propellant.

Senior Engineer: shall have a minimum of ten years experience in the field of solid propellant surveillance or other related energetic management position. Knowledge of energetic materials including research, development, testing, and evaluation. Minimum educational requirement is a bachelors of science in chemistry or other related field. For the performance of the contract the contractor shall utilize only employees who are US citizens or lawfully admitted and employed non-citizens. Total effort shall not exceed 800 hours per calendar year. Specific requirements are as follows:1. Proficient with Excel, Access, database management, and create and print custom reports.2. Proficient in understanding liquid chromatography.3. Proficient in the knowledge of solid propellant including various types, formulations, applications, and typical trends in degradation.4. Certified as having AMMO-45 training.5. Certified as having taken RCRA training within the last year.6. Familiar with Army regulations AR 385-64 and AR 385-10.7. Familiar with DA PAM 385-10 and DA PAM 385-64.8. Familiar with AMCR 385-100, AMCR 350-4, and AMCR 700-7.9. Familiar with ARDECR 700-7, ARDECR 685-2, and ARDECR 420-47.



The total number of hours will be split between the two initiatives.

All responsible, interested Offerors are encouraged to submit their capabilities / qualification data and any pertinent information via email, or electronically, No LATER THAN 31 October 2008.
