Synopsis:

The Philadelphia VA Medical Center, Philadelphia, PA intends to enter into a sole source contract with Alcon Labs, Inc., 6201 South Freeway, Fort Worth, TX 76134 to obtain an Allegretto Wave Eye-Q Excimer Laser System, together with related equipment and supplies. Due to unique capabilities of the Allegretto Wave Eye-Q Excimer Laser System, it has been identified as the only system capable of fulfilling the Government's needs. Required system features include: 1. 400Hz firing rate results in 2 seconds/diopter treatment time; 400Hz active video tracking system with three IR illumination pods; closed loop Perfect Pulse technology/sealed beam path;built-in slit lamp for use during LVC; Automated built-in swivel bed to accommodate femtosecondd laser; laptop for patient input that may be removed from area; and

cross-hair ILLUMINATION for aligning astigmatism and cyclotorsion control. This announcement constitutes the only notice issued; a separate written solicitation will NOT be issued. This procurement is being conducted in accordance with FAR 6.301, only one responsible source and no other supplies and services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Vendors offering systems including all features listed above and comparable to the Allegretto Wave Eye-Q Excimer Laser System are invited to respond to this notice by supplying descriptive information about their systems to the designated Contract Specialist not later than 3:00 pm (EDST) on September 10, 2008. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Response must be in writing to the Contracting Officer.
