The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), intends to procure on a sole-source basis with the American Journal of Preventive Medicine (AJPM), 9500 Gilman Drive, DEPT 0811, La Jolla, CA 92093-0811 for supplemental publication services regarding a special supplement "Measures of the Food and Physical Activity Environments."

This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106(b)(1). The North American Industry Classification System Code is 511120 and the business size standard is 500 employees.

Period of performance: Performance shall be from date of award through December 31, 2008.

The National Cancer Institute, in partnership with the Robert Wood Johnson Foundation, the Office of Behavioral and Social Sciences Research, the National Institute for Child Health and Human Development, the National Institute for Diabetes and Digestive and Kidney Diseases, and the National Heart, Lung and Blood Institute, co-sponsored the workshop "Measures of the Food and Built Environments: Enhancing Research Relevant to Policy on Diet, Physical Activity and Weight" in November 2007. The supplement will present the results of the workshop activities, including commissioned papers, workshop presentations and breakout group discussions.

The scope of work will include managing the review of manuscripts, copy editing, and publishing "Measures of the Food and Physical Activity Environments" as an AJPM supplement. The contractor will be available during regular business hours by phone, e-mail, and fax. Review involves sending out manuscripts to designated reviewers, collating reviews and sending them to the supplement editors for responses and assessment, and sending the supplement editors responses and masked reviews to each author for revision and assessment of the revision by the supplement editors. Copy editing involves careful review of each manuscript to ensure that the format is consistent with AJPM standard formatting, that tables and references are complete and correctly formatted, that language, syntax, and grammar are clear and correct, that author statements are referenced or justified as necessary, and that tables and figures are clearly and accurately explained. Publication includes distribution of the monograph to AJPM institutional print subscribers, individual print subscribers who request a copy, libraries, and production of the online version. No color pages for the supplement are anticipated at this time.

• 50 copies of the monograph to the Risk Factor Monitoring and Methods Branch/ARP/DCCPS/NCI
• PDFs for posting on government website


The American Journal of Preventive Medicine is the only appropriate contractor for fulfilling the objectives of this market requisition because it: 1) reaches the NCI's unique, intended audience, 2) regularly publishes supplements of the sort that NCI has proposed, and 3) provides unusual flexibility in the format of articles. No other known behavioral research journal provides a comparable publication that would reach the unique, multidisciplinary audience of researchers interested in the food and built environments from the following fields: public health, exercise science and behavioral sciences; city and transportation planning; parks, recreation, and leisure sciences; as well as diet and nutrition. Working with AJPM would allow the manuscripts included in the supplement to be presented in the most appropriate format. Manuscript submissions of original work are peer-reviewed to evaluate originality, scientific quality and relevance to a broad readership. Therefore, AJPM is the only known company that can provide the service needed to publish this supplement.

This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM EST on May 27, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
