Request For Information (RFI) and not a Solicitation (27 August 2007) The ability to provide assured Airfield Management (AM) is a vital capability for Joint Forces. The USAF is interested in information about Airfield Management Systems that can be used during the inspection of airfield facilities to determine, inspect, identify, report and follow-up on the availability/functionality of airfield systems. The system must collect, sort and analyze functional capabilities supporting and enabling a broad range of operations. The goal is to combine systems into a sustainable, scalable tool(s) to standardize airfield management across fixed bases and to provide capability in the expeditionary environment. The USAF will use the information provided, along with formal discussions to gain an understanding of material approaches that provide these capabilities. The USAF has identified and describes in this Request for Information (RFI) a number of discrete and interrelated airfield management capabilities needed now through 2025 . Responses by interested firms and Government agencies are required within 14 days from the publication date of this Request for Information (RFI). Airfield Management Systems Descriptions and Required Interrelated Capabilities. 1. Airfield Safety: 1.1. Ensure airfield lighting systems are properly sited, continually operational and properly aligned. Ensure continuous monitoring and status reporting of airfield lighting systems. 1.2. Identify airfield marking discrepancies, identify location, and coordinate corrective actions (expeditionary only) 1.3. Ensure airfield surfaces are safe for aircraft use, obstacles are minimized and in compliance with appropriate criteria. 1.4. Ensure safe movement of vehicles on the aircraft movement area and tracking of all drivers training (initial, refresher) 1.5. Develop and coordinate aircraft parking plans (expeditionary, new fixed airfields, and modifications to current airfields) 1.6. Continuously monitor airfield security 1.7. Provide airfield construction project management (daily tracking, reporting and follow-up) 1.8. Determine airfield suitability for landing, taxi, and parking of aircraft (suitability includes, but is not limited to, pavement classification number, runway/taxiway length and width, barriers, and arresting gear configuration) 1.9. Track, report, query discrepancies/outages identified during airfield inspections 2. Interface with other Agencies to: 2.1. Manage the operation of the Secondary Crash Network (FAA refers to it as an Emergency Notification System). 2.2. Capture and share airfield command and control data (airfield conditions, flight movement/tracking, aircraft departures/arrivals, aircraft load data, etc) for decision-making purposes. 2.3. Coordinate, monitor and disseminate information on airfield activities (e.g. Security, Construction Management, Vehicle Operations, Weather, Runway Conditions, etc.). Upon request, interested firms and Government agencies may also be provided an opportunity to personally present their information, including an equipment demonstration, if desired. This is a Request-For-Information (RFI) only, not a Solicitation or Request-For-Proposal. The purpose of this RFI is to gain knowledge of potential qualified sources. Any information submitted by the respondents to the RFI is strictly voluntary. Issuance of this RFI does not restrict the Government as to its ultimate acquisition approach. The Air Force will not reimburse respondents for their costs related to submission of any information, documentation or data.
