NASA/JSC has a requirement for services in support of the Shuttle Training Aircraft(STA's), four highly modified Gulfstream GII business jet aircraft which are the onlyaircraft in the world that simulate the Shuttle Orbiter flight and handlingcharacteristics during the descent phase from 35,000 feet to touchdown. The DigitalAvionics System (DAS)-3, designed and built by Lockheed Martin is the major simulationsystem that performs this function. The base period of performance is March 2, 2009through December 31, 2010. The period of performance for Option 1 is January 1, 2011through July 31, 2011. The period of performance for the second option is August 1, 2011through February 28, 2012.NASA/JSC intends to purchase the items from Lockheed Martin. Only Lockheed Martin hasthe highly specialized knowledge of the unique characteristics of the STA simulationsystems. Since the origin of the STA simulation systems, only Lockheed Martin, or itspredecessors, have been responsible for developing and implementing STA hardware andsoftware, integrating and testing these systems, and providing maintenance andoperational support. Lockheed Martin therefore has expert knowledge of the STAsimulation systems, the STA flight software and model structure, as well as those of theOrbiter. Because the STA flight software is constantly changing due to orbiter and STAoperational requirements, Lockheed Martin developed the procedures and tools used togenerate and certify the STA flight system software. This unique expertise is criticalto the integrity of the STA training program as well as flight safety for both STA andShuttle flights.The Government does not intend to acquire a commercial item using FAR Part 12. See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 25, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
