The U.S. Patent and Trademark Office intends to enter into a sole source contract with American University, Washington Semester American Indian Program, Washington Internships for Native Students (WINS). Washington Internships for Native Students (WINS) is administered by the Washington Semester Program of American University. There are no other colleges or universities in the Washington, DC area who offer the same unique internship program opportunity that also provides work experiences to undergraduate and law school students in USPTO s mission related occupations (engineering, computer science, business and law). WINS offers students of sovereign American Indian, Alaska Native, and Native Hawaiian nations the opportunity to build leadership skills while living, studying, and interning in Washington, DC for a semester. The statutory authority permitting other than full and open competition is cited in 41 U.S.C. 253(c)(1) as only one responsible source.
