Sealed bids will be received by the Capital Region Airport Commission, Procurement Department until 2:00 PM local time, Thursday, July 17, 2008, at which time the bids will be publicly opened and read aloud in the Commission s Conference Room, Ivor Massey Administration Building at 5707 Huntsman Road, Richmond International Airport, Virginia 23250, for: A&N; Building Hazardous Materials Abatement Certain building components at the A&N; Building have been identified as requiring proper removal and disposal before any general demolition activities occur. This work generally includes removing, handling, storing, transporting, and disposal or recycling of asbestos-containing materials, lead-based paint materials, and all fluorescent and high intensity discharge lamps and light fixture ballasts. The hazardous building material abatement shall include, but not be limited to the following: 1. Notification to regulatory agencies, as needed 2. Obtaining regulatory permits, licenses and approvals 3. Worker health and safety program 4. Air monitoring (OSHA Employee Exposure Assessments) 5. Construction of temporary containment barrier/decontamination enclosures 6. Preparation for abatement operations 7. Removal of existing asbestos-containing materials 8. Removal of lead-based paint building materials 9. Removal of fluorescent and high intensity discharge lamps and ballasts 10. Transport and disposal or recycling of asbestos-containing material, lead-based paint materials, fluorescent lamps and ballasts 11. Decontamination and cleaning 12. Application of lockdown encapsulants 13. Removal of temporary containment barrier/decontamination enclosures 14. Final job close-out Services shall be provided in accordance with professional standards, skill, workmanship and applicable trade practices. All services shall conform to all applicable state and federal laws and regulations including: Environmental Protection Agency (EPA), Virginia Department of Environmental Quality, U.S. Environmental Protection Agency, OSHA, National Emission Standards for Hazardous Air Pollutants Standard (NESHAPS), the Virginia Board for Asbestos, Lead, and Home Inspectors. The Abatement Contractor shall ensure that all work is performed by licensed and trained personnel. A Pre-Bid Conference will be held at 2:00 P.M. local time, July 9, 2008 in the Commission s Business Center Conference Room, Airport Terminal Building, 1 Richard E. Byrd Terminal Drive. Bonding and licensing are required in accordance with the Virginia Public Procurement Act. A local business license is required prior to award. Bid documents may be obtained from the Procurement Office, ph 804.226.3061 upon receipt of a non-refundable deposit, by cash, check or money order in the amount of $15.00 for each set of full-sized specifications. No half size or partial sets shall be printed or issued. Bidders shall be responsible for shipping costs. Bidders shall receive one copy of addenda issued for each set of plans purchased. The Work consists of improvements at six access gates along the west and south sides of the Security Identification Area (SIDA) and Aircraft Operations Area (AOA) at Richmond (Virginia) International Airport. The purpose of the project is to address traffic flow and queuing, fully coordinated with security, along with pedestrian access. The Work consists of selective demolition, minor grading and paving, relocated and new fencing and gates, and electrical modifications, and includes surface traffic control and coordination with the airport for maintenance of ground operations during the conduct of the work. A Pre-Bid Conference will be held at 10:00 AM local time, July 1, 2008 in the Commission s Conference Room, Airport Terminal Building Business Center, 1 Richard E. Byrd Terminal Drive.
