Synopsis:

NASA/LaRC plans to issue an Request for Proposal (RFP)] for FORCE MEASUREMENTSUPPORT SERVICES. The goal is to provide high quality force measurement and strain gageinstrumentation for NASA programs and projects by providing services to produce,calibrate, repair and utilize these instruments in a wide range of environments (e.g.from cryogenic to high temperature ranges). The proposed contract will be aperformance-based contract to include services typical of engineering design, engineeringanalysis, drafting, fabrication, instrumentation, repair, design of experiments,statistical methods, metrology, calibration using NIST traceable standards, evaluationand estimation of existing or new force and strain measuring instruments. Tasks shall be performed both on and offsite of NASA LaRC as needed during normalbusiness hours (7:30 am - 4:00 pm) and 24/7 for exigency requirements as needed. Thecontractor shall electronically interface with NASA LaRC personnel using computer codesof standard file formats (e.g. AutoCAD, PROEngineer, MS Excel, MS Word, MS Project, andLab View and the LASIRS web-based work request entry system). In addition, other NASACenters and Government agencies may also be supported as requested through task orders. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26.The NAICS Code and Size Standard are 334511 and 750, respectively. All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the Draft RFP is on or about May 16, 2008; a final RFPrelease date between June 1 and June 16, 2008; and an anticipated offer due date on orabout July 16, 2008.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet.
