Synopsis:

This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Dahlgren Division, Naval Surface Warfare Center (NSWCDD), intends to award a sole source contract to BAE Systems Information & Electronic Systems Integration, 450 Pulaski road, Greenlawn, NY 11740-1609 to define a Time Division Multiple Access (TDMA) Tactical Common Data Link (TCDL) networking waveform to determine the interfaces, firmware/software partitioning, and Size Weight and Power (SWAP) for the waveform suitable for incorporation in the Modular Integrated Link Electronics System (MILES) radio. BAE shall also develop the implementation approach to port the TDMA waveform into the MILES radio. BAE has already developed software programmable radios under the MILES program to be expandable with software upgrades rather than having to replace costly radio hardware. BAE has the intricate knowledge of how their modem, transceiver, and other internal radio functions operate and what can be done to expand current capabilities. Program goals include breaking the system architecture up into open source modules that will be competed in the future. The North American Industry Classification System (NAICS) Code is 334220 and the size standard is 750 employees. Anticipated award date is 9 September 2008. An Organizational Conflict of Interest clause will be included in the contract. Vendors should regularly access the NSWCDD web site to ensure that they have downloaded all amendments. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Please note that defense payment offices may not make payment unless the contractor is established to receive electronic funds transfer (EFT).
