Synopsis:

The Naval Surface Warfare Center, Indian Head, Md. (NSWCIH) intends to award a Sole Source purchase order to University of Virginia. The procurement consist R & D services for Reduced Susceptibility of PBX to Impact Loading due to a critical concentration of expertise and experience in the multi-scale modeling, characterization and processing of complex composite materials. The applicable North American Industrial classification System (NIACS) code is 541712. The FSC code is AD92. The resulting contract will be a firm fixed price contract. Negotiation being conducted using other than full and open competition procedures pursuant to authority of 10 U.S.C. 2304 (C) (1). See Note 22.
