Synopsis:

Description: The U.S. Army Material Command Information Technology, E-Commerce and Commercial Contracting Center West (ITEC4-W) requires three dimensional facial recognition and multi-spectral fingerprinting technology for the U.S. Armys Language and Technology Center at Fort Huachuca, Arizona. The first requirement for 3D facial recognition has the following performance outcomes: 1) 3D Face Model Generator/Visualizer for BAT; 2) facial biometric enrollment module with 2D-3D technology for BATS; 3) facial biometric identification module for BAT; 4) Video/IP video interface for the facial biometric functionality of BATS; 5) a client User Interface and a web client for the identification , enrollment, and video components to be integrated with BAT; and 6) the production, installation and support of a prototype system implementing all of the software components specified under the solicitations statement of objectives (SOO). The second requirement for multi-spectral imaging fingerprint technology has the following performance outcomes: 1) Product Development Plan; 2) Delivery of a working multi-spectral prototype sensor for integration into a mobile partner; 3) Delivery of one fully functional working model of a multi-spectral imaging fingerprint capture device that can be integrated with the BAT; and 4) Delivery of 50 fully functional units integrated into BAT. The Government is contemplating a Firm-Fixed-Price Research and Development contract. It is anticipated a separate contract will be awarded for each requirement. The anticipated release date of the Request for Proposal is on or about Monday, July 28, 2008.
