The Fleet Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office, intends to solicit on a sole source basis services and supplies necessary for the installation of a custom designed Multi Format Digital Duplication System for the Commander Navy Recruiting Commands Marketing & Communications Department. These services will be procured from W.H. Platts Company of North Carolina (also known as Techventures, LLC). These services and supplies will include the following; install and configure multiple types of digital video recording decks and input/output devices and integrate with custom-built digital video/audio routers. Install and configure digital video/audio color correction workstation and associated software and hardware. The vendor will provide engineering of a/v routing system to include design of system, preliminary CAD drawings, as-built CAD drawings of system. Installation will include but is not limited to the following: Assembly of racks, installation of all video equipment in racks, installation of all power conditioning and test equipment, installation of video color correction system, training on system setup and operation, preventative maintenance and semi annual cleaning of all video equipment in racks, check signal integrity on all cabling, and test all equipment outputs for proper video and sync levels. Also, the vendor will provide all necessary equipment to allow for touch-screen and PC controls to include all necessary hardware and software.
The Navy intends to solicit for a Firm Fixed Priced contract. This procurement is a sole source acquisition with W.H. Platts Company, under the authority of FAR 6.302-1. W.H. Platts Company, is the most appropriate known provider of these services and supplies. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The applicable NAICS code for this requirement is 334310.
Numbered Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
