TECHNOLOGY/BUSINESS OPPORTUNITY ? Control Systems Cyber Security Self-Assessment Tool (CS2SAT)

Idaho National Laboratory (INL), operated by the Battelle Energy Alliance, LLC (BEA) under contract with the U.S. Department of Energy (DOE), is offering the opportunity to nonexclusively license and commercialize a desktop software tool for improving a facility?s control systems cyber-security posture. INL may also be available to partner(s) to assist in further research and development of the technology under a partnership agreement.

***Background:
The Control Systems Cyber Security Self-Assessment Tool (CS2SAT) was developed under the direction of the Department of Homeland Security (DHS) National Cyber Security Division (NCSD) Control Systems Security Program (CSSP) by cyber security and control systems experts from the INL.     The DHS/NCSD/CSSP program works to assist asset owners in evaluating the security posture of the control systems used to operate the nation?s critical infrastructure.

***Description:
The Control Systems Cyber Security Self-Assessment Tool (CS2SAT) provides users with a systematic and repeatable approach for assessing the cyber security posture of their industrial control system networks. CS2SAT is a desktop software tool which guides users through a step-by-step process to collect facility specific control system information and then makes appropriate recommendations for improving the system?s cyber security posture. The tool pulls its recommendations from a database of the best available cyber security practices, which have been adapted specifically for application to industry control system networks and components. Each recommendation is linked to a set of actions that can be applied to remediate specific security vulnerabilities.     The software provides a user-friendly interface for users to systematically retrieve requirements specific to their system network.

***Development Status:
Beta testing of the CS2SAT tool has been completed, and a production version is ready for immediate licensing.    

***Intellectual Property:
INL has asserted copyright in the CS2SAT tool with the approval of the Department of Homeland Security and the Department of Energy.

***Commercial Opportunity:
INL has executed a license agreement with one commercialization partner and is seeking additional industry partners to help commercialize the CS2SAT tool.     INL is seeking partners who will promote and support the tool?s widespread use in each of the critical infrastructure sectors.     Ideal commercialization partner(s) would have some or all of the following qualifications:
*     Experience in a control system and/or cyber security related business
*     Demonstrated ability to bring new software tools to the market
*     Resources to make a significant investment in the marketing and support of this tool
*     Access to an established base of potential users in one or more critical infrastructure sector(s)
*     Substantial United States presence and/or the ability to significantly enhance U.S. industrial competitiveness.

NOTE: THIS IS NOT A PROCUREMENT.

Commercialization partners interested in licensing INL's CS2SAT tool should provide a written statement of interest (may be submitted by e-mail) no later than January 31, 2008.     The statement of interest should include the following information:
1.     Company Name and address
2.     The name, address, and telephone number of a point of contact
3.     A description of business and technical expertise relevant to commercializing this technology
4.     A description of the entity?s motivation for pursuing this opportunity.

Potential partners deemed appropriate will be provided with further information on the technology.     Such information may require an executed Nondisclosure Agreement.     Respondents wishing to enter into negotiations for a commercial license may be required to submit a plan for the commercialization of the technology prior to licensee(s) selection and negotiations.
