NAICS Code: 54171 The U.S. Environmental Protection Agency (U.S. EPA) Office of Air and Radiation, Clean Air Markets Division, intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to MassachusettsInstitute of Technology (MIT) under the authority of FAR Part 13.106-1(b)(1). The purpose of this acquisition is to complete the development of an integrated analysis framework supporting Smart Trading. The NAICS Code for this procurement is 541742. The study, "Time-Differentiated NOx Emissions Control, Ozone Forecasting, and the Value of Information: the Development of an Integrated Analysis Framework" is in it's third year . The first two years were undertaken as an Interagency Agreement (IAG) (Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) DW-13-92202401) to develop an integrated analysis framework using a tradeable permit system for the electric utility industry and incorporating time-varying ozone forecasts into its design in order to reduce compliance costs and increase attainment with the ambient ozone standard. The completion of this study will allow EPA to analyze the scientific basis and policy value of an integrated analytical framework for a tradeable permit system that incorporates time-varying ozone forecasts into its design to reduce compliance costs for the electric utility industry while also increasing attainment of the ambient ozone standard. MIT in conjunction with its associates at the University of Texas, Austin, provide expertise in the latest methodologies for meteorological forecasting, so high ozone episodes can be predicted in advance. These advance predictions will, in turn, improve EPA's ability to estimate the value of such information in the design of an emission trading programs that provides incentives for greater NOx emission reductions during the day or hours of an ozone episode. Over the past two years, MIT has made significant progress in exploring the necessary preconditions for a forecast-based time- and location-varying NOx permit trading system for the eastern U.S. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
