Description
This is a SOURCES SOUGHT NOTICE; there is no solicitation available at this time. No response will be provided to requests for a solicitation.    THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY.
The Defense Threat Reduction Agency (DTRA) is seeking sources for the purchase and/or development and purchase of a compact spectrometer/detector for a portable sensor system.    Both required and desired parameters are presented below.    Responders are encouraged to mix and match as they see fit to provide an optimum design.
Required minimum key parameters of this spectrometer/detector are:
(1) spectral range 200-900 nm with no gaps,
(2) weight 8 lbs or less,
(3) size 5x5x12 in. or less,
(4) spectral resolution 0.2 nm or better,
(5) power source 12 VDC,
(6) total power consumption - 10 watt or less,
(7) readout cycle time for complete broadband spectrum- 100 millisec or better,
(8) minimum detector gate width - 10 microsec,
(9) dynamic range - 14 bit,
(10) SNR - 300,
(11) detector intensifier or equivalent - No,
(12) throughput - f/4 or better,
(13) detector QE at 250 nm greater than 30%, peak QE greater than 60%,
(14) stray light 2x10-4 20 nm from 633 nm laser line,
(15) fiber optic coupled spectrometer (0.6 to 1 mm diam. fiber),
(16) radiometric calibration - No,
(17) system software (LabView(R) drivers).
Additionally, spectrometer/detector to be externally triggered via TTL pulse with start of signal integration no greater than 1 microsecond after being triggered.    It also must interface to computer via USB 2.0.
Desired key parameters of this spectrometer/detector are:
(1) spectral range 180-1000 nm with no gaps,
(2) weight 4 lbs or less,
(3) size 4x4x10 in. or less,
(4) spectral resolution 0.1 nm or better,
(5) power source 18 VDC,
(6) total power consumption- 5 watt or less,
(7) readout cycle time for complete broadband spectrum- 10 millisec or better plus user specified spectral segments for readout,
(8) minimum detector gate width- 1 microsec,
(9) dynamic range- 16 bit,
(10) SNR - 800,
(11) detector intensifier or equivalent - Yes,
(12) throughput- f/2 or better,
(13) detector QE at 250 nm greater than 20% if using intensifier,
(14) stray light 2x10-4 15 nm from 633 nm laser line,
(15) fiber optic coupled spectrometer (0.6 to 1 mm diam. fiber),
(16) radiometric calibration - Yes (through software and calibration lamp),
(17) system software (LabView(R) drivers).
Additionally, spectrometer/detector to be externally triggered via TTL pulse with start of signal integration no greater than 1 microsecond after being triggered.    It also must interface to computer via USB 2.0.    Where applicable, state pathway(s) shall be toward reaching stated desired key parameters.
Sources sought responses shall reflect corporate information and a capability summary reflecting experience related to the above area. Responses are to be limited to no more than five pages.    The first page will include company information such as name, point of contact, phone number, fax number, e-mail address, CAGE code, DUNS Number, business size, and small business classification (8(a), HUBZone, etc.), if applicable.    The remaining pages will include the title of the capability statement, qualifications and experience in work of this nature, a brief description of proposed spectrometer/detector, model number (if applicable), current status of described spectrometer/detector with parameters list above (with estimated TRL level) primary technical gaps to be filled before delivering proposed spectrometer/detector, estimated calendar time required to deliver proposed spectrometer/detector, and approximate cost to deliver proposed spectrometer/detector in small quantities as well as cost to deliver in quantities ten times larger.
Any information submitted in response to this Sources Sought Notice is strictly voluntary.    This synopsis is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Responses shall be submitted no later than 1:00 pm Eastern Standard Time on April 30, 2008.    Only electronic responses are accepted and shall be submitted to Ms. Sae-Jin Yu at Sae-Jin.Yu@dtra.mil.   
All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available.    Requests for the same will be disregarded.    There is no commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any money expended by any interested parties in support of any effort in response to this Sources Sought Notice.    Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
