1. In the Timeline and Deadlines section, page 29, the BAA states that awards are anticipated by the fourth quarter 15 Oct of FY09. Since October does not fall within Q4 of the governments fiscal year, please clarify the anticipated award date is it FY09Q4 Jul-Sep 2009, 15 October 2009 2010Q4, or a different timeframe?

You are correct, in juggling the schedule; we slipped some and did not account for the fiscal quarter update. Hence when we speak of 15 Oct 2009, In Government terms it is referred to the 1st Qtr of FY09. Hence award date is anticipated for the 1st Qtr of FY09.

Such fiscal years are typically numbered using a calendar year and quarter thereof. A fiscal quarter is 3 months 1/4 of a year. Even though the BAA did not state restrictions, on either foreign nationals or for that matter International Traffic in Arms Regulations (ITAR), the guidance here is to refrain from either case.
