Description
The United States Army CECOM Life Cycle Management Command (CECOM LCMC) intends to award a new work modification to W15P7T-06-C-P437 on a non-competitive basis.    The anticipated award will be made under the Authority of 10 U.S.C. 2304(c)(1) and F AR 6.302-1, Only One Responsible Source, to BAE Systems Advanced Information Technologies, Inc., Burlington, MA in support of DARPAs ASE program.
The current contract implements DARPAs ASE program by developing a subvocal speech recognition system .    Recent studies at NASA AMES have demonstrated that electromyographic (EMG) signals recorded from the neck surface during speech can be used in conjunction with a neural network classified to reliably produce commands for computer and/or machine control.      Because subvocal signals are measured directly from the speech articulatory musculature, they have the potential to provide a new and effective form of communication to those who have lost the ability to speak (such as laryngectomy patients).    The BAE te am includes leading authorities in all relevant aspects of speech:    EMG sensor development and signal processing, acoustics, phonetics, neuromuscular voice control, and speech recognition.    The additional tasking requested will further understanding of the    nature of subvocal speech and in turn use that understanding to develop a subvocal speech recognition system.
The prime contractor, BAE Systems, has acquired extensive experience in the unique aspects of the ASE program that is critical to meet pro gram requirements and performance metrics.    BAE Systems key personnel have exclusive knowledge of the processes, risks and issues associated with the planning, coordination and execution of this program.    Failure to award to BAE will result in program star tup delays, high performance risk and the increase of acquisition costs.
