Description
The Naval Surface Warfare Center Panama City Division (NSWCPCD) intends to issue a sole source purchase order to Vehicle Control Technologies, Inc., 1900 Campus Commons Drive Suite 300, Reston, VA 20191 to acquire an AQS-20A Tow Body Yaw Controller Software modification and implementation. Contractor support is required to redesign the yaw damper control software and to implement and validate the modifications to reduce the yaw rate damper time constant in the tow body software. This requirement is not suitable for full and open competition for the following reasons: (1) Vehicle Control Technologies has performed all of the mathematic modeling for the AN/AQS-20/A tow body. (2) Vehicle Control Technologies is the company that created and owns the yaw control algorithms. (3) Modifying and validating the AN/AQS-20A tow body control is critical to the operations of the AN/AQS-20A and the use of another company to modify the algorithms may introduce new or change existi! ng parameters that may induce unacceptable error(s) into the AN/AQS-20A system. The Request for Quote (RFQ) number is N61331-08-T-8002. The expected award date will be on or around 18 Mar 2008. The NAICS code is 541330 and the size standard is $4.5 million. The resultant contract shall be a firm fixed price purchase order. A number note of 22 applies to this requirement.
