NASA/ARC has a requirement for design and delivery of a prototype advanced highvoltage power supply that will interface with a government-provided carbon nanotube (ortungsten) X-ray tube. The flight-qualifiable high voltage power supply and tube systemwill be used to provide an X-ray source for a miniaturized X-ray diffractometer that willbe a prototype of a flight model. The power supply must be operable under extremeconditions such as cold (-60 degrees C), heat (+70 degrees C), Mars CO2 pressure andvacuum. The power supply should have two outputs and be rated to at least 21,000 voltsand -7000 volts and 200 microamps (5.5 watts total output power). Negative voltageshould be programmable between -4000 volts and -7000 volts with the positive voltagetracking to maintain a 25,000 volt delta. Voltage accuracy and monitor accuracy shouldbe better than 0.2%. Positive output should have a current monitor with 1% accuracy. Design should be capable of being radiation tolerant to 20 krads wih an LET of 37 orgreater. Power efficiency should be greater than 60% at a delivered load current of 200microamps. Mass should be less than 1000 grams. NASA/ARC intends to purchase development of this item on a non-competitive basis fromBattel Engineering. This requirement further develops a high voltage power supply basedon an engineering design delivered under Government contract. The authority for thisprocurement is 10 U.S.C. 2304(c)1, only one responsible source available. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 18, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. All responses to this notice must be submitted by email to the address below. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
